Associate Budget Director

Under the general supervision of the Assistant Vice Chancellor for Budget and Planning, this position is responsible for assisting with the development of the institution's annual and biennial budget and is responsible for conducting detailed policy and resource analyses to support decision-making, planning, institutional assessment, and policy formulation.  This position will focus on delivery of data, information, management reports and service specifically to the UW Colleges Central Office and Campus Administrative teams (Deans, Assistant Deans, Associate Deans).

  • Assist with the development of the annual operating budget and participate in the development of biennial budget requests.

    • Assist in establishing the budget development calendar and benchmark activities.

    • Develop budget worksheets and forms for use by campus and institutional staff.

    • Assist with the budget entry process.  Consult with UW System staff regarding technical requirements and reports.

    • Work cooperatively with the Human Resources Director to administer the annual State of Wisconsin compensation plan.

    • Submit the required budgetary reports to UW System, including reports on activity shifts, major class shifts, auxiliary reserves, and other required information.

    • Ensure that the UW Colleges receives all budget allocations and makes timely distributions as required.

    • Develop the Annual Report of the UW Colleges for the Board of Regents.

  • Conduct short and long-term statistical analyses as required by the Vice Chancellors, Chancellor, Deans, and UW System Administration.

    • Understand and interpret financial policies and principles of the UW System, State of Wisconsin, Federal government and relate to financial and budget processes.

    • Collaborate with senior administration to understand the UW Colleges visions and make recommendations to fulfill those visions.

    • Provide financial analysis of academic programs and administrative activities to inform policy decisions.

    • Analyze revenue streams within the context of enrollment, fees, and UW System enrollment and revenue policies.

    • Develop long-term models to project the impact of changes or new assumptions affecting the university's budget.

    • Develop revenue/expense models and projections.

    • Develop pricing and profit/loss models for special programs and offerings.

    • Conduct inter-institutional budget research and present results.

    • Conduct research on business processes of other institutions of higher education that utilize comparable business applications.

    • Determine budgetary impact of institutional policy decisions.

  • Manage budget control activities.

    • Structure internal budgeting processes and establish internal controls to monitor operations.

    • Review and process budget transfers. 

    • Train campus and institutional staff regarding budget transfer policy.

    • Monitor revenue streams and budget expenditures.  Make recommendations to the Assistant Vice Chancellor regarding necessary mid-year budget adjustments.

    • Assist with the management and development of auxiliary reserve plans.

    • Manage position control in the UW Colleges and complete quarterly position control report given to UW System.

  • Create financial queries and reports       

    • Develop and coordinate automated systems for the collection and dissemination of management and resource information for UW Colleges leadership.

    • Identify, collect and analyze data to provide information and insights into financial and operational activities of UW Colleges.

    • Create and run queries and reports against enrollment and financial systems to collect data and information for operations and decision making.

    • Conduct research on business processes of the other institutions of higher education that utilize comparable business applications.       

  • Other duties as assigned by the Assistant Vice Chancellor for Budget and Planning.

 

Position Qualifications:

  • The successful candidate will have a broad understanding of higher education issues and structures combined with strong analytical and technical skills.

  • Bachelor’s degree in business, accounting, finance, or related field required; MBA strongly preferred.

  • Two years experience in budget management and analysis preferred

  • University of Wisconsin experience strongly preferred.

  • Strong skills in spreadsheets, writing, and communication are required.

  • Experience with data retrieval and analysis.

  • Skill at communicating findings to diverse audiences and in a range of formats

  • Excellent oral and written communication skills.

  • Ability to think clearly, creatively and logically to solve problems.

  • Excellent project management skills, task oriented.

  • Knowledge of Windows operating system and Microsoft Office software.

  • Ability to work both independently and as part of a team.

  • Utilize enterprise data systems (student record system, human resources record system, budget, and other data resources) as the basis for reports.

  • Strong problem solving skills;

  • Ability to seek creative or innovative solutions to persistent challenges

  • Ability to give attention to detail while keeping the broader context in mind

  • Self-motivated and able to take appropriate leadership responsibility for assignments

  • Exercises good judgment and discretion

This is a 100%, unclassified position with a salary of $55,379 and is located in Madison. The position is available immediately.  To be assured consideration, please apply by January 27, 2012
