DIRECTOR
The Wisconsin Institute for Public Policy and Service (WIPPS), located in the UW Center for Civic Engagement on the campus of the University of Wisconsin-Marathon County, Wausau, Wisconsin, is a nonprofit institute that addresses local, state, and national issues by linking public scholarship, civic outreach, and student service to enhance community life throughout Wisconsin (www.wipps.org/).
The Director of WIPPS is a full time position. Appointed by the Chancellor of the UW Colleges/UW-Extension and reporting to a state-wide board, the Director is responsible for planning and implementing a program of public lectures, panel discussions, and other presentations, symposia and workshops, as well as developing a financial plan to sustain the organization. The Director oversees support staff, faculty fellows, a team of AmeriCorps personnel, and student interns.
The Community and the Campus
The Wisconsin Institute for Public Policy and Service (WIPPS) is located on the campus of UW-Marathon County in Wausau, Wisconsin. Wausau is at the heart of a metropolitan area of 90,000 in north-central Wisconsin at the gateway to the Great Northwoods. It is a city with a small-town feel. The downtown has remained vibrant, and has numerous restaurants and a lively social scene. In the summer, weekly concerts bring large crowds to the downtown square and park. The community's thriving arts scene is represented by the Grand Theatre which brings in national touring companies including musical theatre and a variety of other musical performances. The community is also home to the well-established Wausau Conservatory of Music and two schools of ballet. The visual arts are supported by a Center for Visual Arts, the Leigh Yawkey Woodson Art Museum, and the annual Artrageous Festival. The town has immediate access to rivers, lakes, biking and walking trails, and downhill skiing. The campus has a strong connection to the local community. In addition to WIPPS, it has a strong and innovative theatre program. The recently constructed University of Wisconsin Center for Civic Engagement on campus houses a 350-seat theatre and a studio of Wisconsin Public Radio.
Position Description
- Program Planning and Implementation
- Develop with appropriate units and committees WIPPS annual programming planning including designated three-year program theme.
- Work cooperatively with UW Colleges and UW-Extension (UWCX) and other statewide entities to implement the three-year theme and other programming.
- Oversee implementation of public lectures, panel discussions, and other presentations; symposia and workshops.
- Coordinate appropriate programs with AmeriCorps and AmeriCorps*VISTA personnel and with UWCX student service and service-learning programs.
- Assist UWCX in organizing and implementing the annual Great Northwoods Service Learning Workshop and other service-learning activities.
- Develop and sustain the WIPPS Faculty Fellow and Senior Fellow Programs.
- Involve an increasing number of faculty members throughout UWCX in WIPPS programming.
- Oversee development of an online journal in support of public scholarship.
- Work to engage students and faculty across UWCX in addressing community issues in collaborative ways.
- Oversee the development of a robust and sustainable student internship program through WIPPS.
- Work collaboratively with the board and staff of Kids Voting USA-Wisconsin, which is partnered with WIPPS (and housed at the UW Center for Civic Engagement), to carry out civic engagement programming.
- Maintain a close relationship with the UW-Marathon County Campus (where WIPPS is located) to support campus, county, and community programming where appropriate.
- Reach out to community, government, business, K-12, and higher education institutions to develop collaborative efforts that will advance WIPPS programming objectives.
- Budgeting and Accounting
- Create WIPPS budget and oversee accounting of all revenues and expenses.
- Submit an annual budget proposal to the UW-Marathon County Campus Executive Officer and Dean, the UW Colleges and UW-Extension Chancellor, the UW Colleges Provost, the UW-Extension Provost, and Advisory Board by October 1 for the subsequent fiscal year.
- Oversee the use of existing accounting software and the development and maintenance of internal accounting mechanisms and procedures to track revenues and expenses.
- Oversee preparation of an annual fiscal report to be presented to UWCX Provosts and WIPPS Advisory Board in August following the most recent fiscal year.
- Train and oversee appropriate WIPPS staff to carry out responsible fiscal management of WIPPS resources.
- Financial Development
- Work with Advisory Board and UWCX to develop a medium- and long-term fundraising plan.
- Develop grant applications for programs undertaken by WIPPS, and work cooperatively with other UWCX entities that may be developing funding proposals.
- Work closely with UWCX and the Advisory Board to develop grant proposals to major funders/foundations.
- Oversee all grant writing efforts for WIPPS.
- Negotiate contracts for local, state, and national fee-for-service projects.
- Cultivate the support of local funders.
- Public Relations/Marketing
- Serve as the spokesperson for WIPPS and, working in partnership with the UWCX University Relations office, develop a plan for enhancing the visibility and impact of WIPPS statewide.
- Ensure completion of a marketing audit and related three year marketing plan.
- Oversee the development and maintenance of WIPPS logos, letterhead, website, press releases, and other marketing material.
- Develop and grow a database of statewide contacts to further marketing campaign objectives.
- Where practical and beneficial to WIPPS, accept speaking engagements and media interview requests.
- Where practical and beneficial, author articles about WIPPS local, regional, and statewide activities.
- Liaison and Reporting Activities
- Work closely with UW-Marathon County Campus Executive Officer and Dean, the UW Colleges and UW-Extension Chancellor, the UW Colleges Provost, and the UW-Extension Provost in carrying out the mission and vision of WIPPS.
- Work closely with the Board of Advisors in carrying out the mission and vision of WIPPS.
- Ensure the maintenance and active involvement of a high-profile advisory board whose members will work to ensure the success of WIPPS as it moves forward.
- Develop, oversee, and work closely with ad hoc WIPPS program committees as needed (e.g., Program Theme Committee, Service-Learning Committee, etc.).
- Keep the UW-Marathon County Campus Executive Officer and Dean, UW Colleges and UW-Extension Chancellor, the UW Colleges and UW-Extension Provosts, and the Advisory Board members informed of WIPPS’s progress on a regular basis, and be responsive to efforts to help ensure that WIPPS serves as a complementary component of UWCX.
- Provide two annual reports to the UW-Marathon County Campus Executive Officer and Dean, the UW Colleges and UW-Extension Chancellor, the UW Colleges and UW-Extension Provosts, and the Advisory Board: 1) fiscal year-end report (due in August) and a calendar year-end report (due in January).
- Attend all Advisory board meetings and other administrative meetings as assigned by the UW-Marathon County Campus Executive Officer and Dean.
- Staff Oversight and Development
- Create a three-year staffing plan for WIPPS and update as necessary with input from UWCX.
- Oversee hiring process for staff as needed (including position description, advertisement, interview and selection processes).
- Ensure staff orientation and training as needed.
- Organize and develop staff structure, assignments and duties, and reporting mechanisms.
- Hold periodic staff reviews and feedback opportunities.
- Hold regular staff meetings.
- Provide professional development opportunities for staff as budget permits.
- Manage and oversee staff activities and ensure a harmonious and productive work environment.
Qualifications
- Ph.D. required.
- Three to five years’ experience in an administrative position in higher education.
- Evidence of developing and implementing innovative programming.
- Documentation of projects completed linking university resources to community needs and interests.
- Demonstrated familiarity with the growing body of literature and practice regarding public scholarship, service learning, and the civic engagement mission of the public university.
